Construction Work Regulated:

  • Commercial work involving the construction or improvement of any commercial building with a cost of $20,000 or more requires licensing.
  • Residential construction of buildings or structures which do not exceed three floors in height do not have more than four apartments and remodeling and repair projects over $10,000 require licensing.
  • A license must be obtained before undertaking any swimming pool construction or repair costing more than $5,000. Electrical, plumbing and HVAC contractors, administrators and or journeymen are also required to be licensed.
  • Pre-qualification is required for all state highway work.

License Requirements

General Commercial Contractors:

  • Applicants must submit a financial statement along with an application fee of $300. Project financial limits are set based upon the net worth of the company. The average processing time for new applications is 30 days. Licenses expire on December 31st and are renewed for one year for $200. $100 of each new application and/or renewal fee is designated by law to go to qualifying institutions of higher education for building construction or civil engineering programs. There were 5,200 licensees as of December 1997.

Residential Contractors:

  • Applicants are required to pass a combined business law and trade examination. A new applicant must submit financial statements, a credit report and a license fee of $180. The average processing time for new applications is 30 days. Licenses expire on December 31st and are renewed for one year for $180. Residential home builders must participate in a recovery fund by paying an initial fee of $30. There were 5,200 licensees as of December 1994.

Electricians:

  • Applicants are required to pass a business law and trade examination with a score of 75%. Applicants must have four years of experience. The application fee is $150 with a renewal fee of $200. The average time of a new application is 3 months. There were 700 licensees as of October 20, 1994.

Heating & Air Conditioning Contractors:

  • Applicants are required to pass a trade examination with a score of 70%. The Examination fee is $75.00 and the annual certification fee is $100.00 for active contractor and $50.00 for inactive contractors. A $5,000 bond is required of each heating and air conditioning business. Certification expires December 31 of each year. There were 3,493 certified heating and air conditioning contractors a of October, 1996.

Reciprocal Agreements

Electrical reciprocal agreements exist with Florida, Georgia, North Carolina and South Carolina. Reciprocity will be considered for other contractors where licensing requirements are substantially similar to those in Alabama.
